KUALA LUMPUR, July 8 — Datuk Seri Hishammuddin Hussein pledged today that the government will not resort to deploying military personnel for the Bersih rally tomorrow, nor will Internet services be disrupted.

Electoral reform movement Bersih has vowed to press ahead with a rally calling for free and fair elections at Stadium Merdeka despite the authorities rejecting a police permit and withholding permission to use the historic venue. Two other groups, Perkasa and Umno Youth, have also been barred from carrying out counter-protests.

“We don’t know what’s going to happen tomorrow, or the day after. But under the law, there are provisions, so at the moment, we feel that there are police in place, so there is no necessity to talk about the military,” the Home Minister told reporters at the Bukit Aman federal police headquarters here.

Hishammuddin said the government will react according to how events unfold tomorrow. City authorities and the police have said some 32 roads will be closed to traffic while express bus services from the city centre have been rerouted to Hentian Duta.

The police have also brought in personnel from beyond the city limits to aid in the operations. They have also applied for court orders to bar 91 people from Bersih, Umno Youth and Perkasa from entering the city tomorrow.

Bersih, a loose coalition of 62 non-governmental organisations, has insisted that it will not move its rally away from Stadium Merdeka tomorrow, stating that it is too late for its supporters to change their plans.

It has also demanded that Prime Minister Datuk Seri Najib Razak, who proposed on Monday that Bersih move its street march to a stadium, instruct Stadium Merdeka to allow the rally to take place in the historical venue.

KUALA LUMPUR, July 8 — Bersih 2.0 clarified today that the police will not issue it a permit to hold a rally in Stadium Merdeka tomorrow.

Maria Chin Abdullah, a steering committee member of the electoral reform movement, also told The Malaysian Insider today that Bersih 2.0 did not apply for a police permit.

Chin said the police sent the polls watchdog a letter today saying that no permit would be issued for tomorrow’s gathering at the historic stadium.

Blogger: The Malaysian insider reported about an hour ago saying that Bersih 2.0 has got permit but later clarified that the police will not issue it a permit to hold a rally in Stadium Merdeka tomorrow.

KUALA LUMPUR, July 8 — Bersih 2.0 chief Datuk biga Sreenevasan today mounted legal action to challenge the decision by the home minister, the Inspector-General of Police and the government to outlaw the electoral reform movement.

Bersih 2.0 said the government order issued was illegal and not rational, and is now seeking a judicial review for the order to be cancelled immediately.

Ambiga and 13 other people connected with the electoral reform movement named in the suit want the court to issue a restriction order against the authorities to stop government officers from entering and raiding their premises, and to return all Bersih 2.0 property and materials seized in the last two weeks — ranging from the yellow T-shirts, posters, placards, pictures, members’ list.

In its papers filed at the High Court earlier this morning, the group said Bersih 2.0 is wholly different from the entity known as Bersih launched in 2007 as the new movement launched in November 2010 is a coalition made up of only civil society organisations and does not include any political parties.

It further said that Bersih 2.0 had held several meetings with the three authorities named in the suit since its launch and “no complaints have ever been made that Bersih 2.0 had acted illegally or in a way that prejudiced national security or public peace”.

Bersih 2.0 said it had planned to hold a gathering tomorrow, July 9, to demand for free and fair elections and that many other regular citizens also want take part.

But in the last two weeks the authorities have mounted an “intensive crackdown on Bersih 2.0 supporters” and that the plaintiffs were given no chance to air their views before the order was issued.

KUALA LUMPUR, July 7 — Khairy Jamaluddin accused the city police today of reigniting tensions over the Bersih rally by getting a court order barring him and 90 others from entering the city on Saturday.

The Umno Youth chief arrived home from a volunteer mission to Gaza this evening to find himself “outlawed from the city he lives in.”

“Instead of working on a solution they have taken the solution away,” the Rembau MP said of the court order that denies Bersih’s hopes of holding its rally in Stadium Merdeka.

Although Umno Youth and Perkasa had threatened to hold counter-rallies this weekend against the electoral reforms movement, the youth wing had stood down after Bersih accepted the government’s offer to move its street rally to a stadium.

“The court order has escalated the situation. Now my supporters, Perkasa supporters and Bersih supporters are all upset.

“The situation is in limbo. Nobody knows what is next,” he said, adding that the Umno Youth leadership would meet tomorrow morning to discuss its options.

Earlier today, Khairy had posted on micro-blogging site Twitter that he has “just landed back in KL after trying to break Israeli blockade of Gaza only to find that I’ve been blockaded from KL. Excuse me if I say WTF?”

The post drew numerous replies from others, most of whom were as “perplexed” as the first-term MP.

Bersih chief Datuk Ambiga Sreenevasan had also questioned the Inspector General of Police’s sincerity in meeting Bersih this afternoon while Kuala Lumpur police obtained court orders to bar leaders of the electoral reforms movement from entering the city this Saturday.

The Bersih chief told The Malaysian Insider that Tan Sri Ismail Omar made no mention of the court order that prevents a whopping 91 persons from the movement, Umno Youth and Perkasa from entering the capital, despite the meeting taking place at the same time the order was sought.

The court order also allows city police to shut down roads, effectively paralysing any attempts to rally on the day.

Bersih had insisted after leaving Bukit Aman today that it will not move its rally away from Stadium Merdeka on Saturday, stating that it was too late for its supporters to change their plans.

It also demanded that Prime Minister Datuk Seri Najib Razak, who proposed on Monday that Bersih move its street march to a stadium, instruct Stadium Merdeka to allow the coalition of 62 NGOs to hold its rally in the historical venue.

The Yang di-Pertuan Agong had stepped in on Sunday to defuse tension by advising the Najib administration and Bersih 2.0 to hold consultations over the issue of free and fair elections.

Despite Bersih meeting Tuanku Mizan Zainal Abidin on Tuesday and accepting Najib’s offer, the prime minister said yesterday that the now outlawed Bersih would still have to make an official application to the police.

The police have continued to make arrests in connection with the rally, most of which revolving around yellow T-shirts with the word Bersih emblazoned on them in a clampdown that has seen over a hundred arrested in the past two weeks.

KUALA LUMPUR: The police have obtained a restriction order preventing 91 people, including Bersih organisers, Patriot/Umno Youth and Perkasa from entering the city central business district on July 9.

Acting CPO SAC Datuk Amar Sing said the police would enforce the order under Section 98 of the Criminal Procedure Code if any one of the names stated in the order defied the restriction.

Those on the list include Bersih chief Datuk S. Ambiga, Umno Youth chief Khairy Jamaluddin and Perkasa president Datuk Ibrahim Ali

"They can be liable and charged under Section 188 of the Penal Code with Disobeying a Lawful Order of the Court which carries a maximum six months imprisonment or a fine or both upon conviction," he said here Thursday.

他提醒國陣議員,在這半年時間內,須籌劃選區的服務焦點應集中在甚麼地方。


他披露,為了讓國陣議員更全面接觸草根選民,首相署已同意撥出款項,作為議員與選民接觸點(touchpoint)的活動計劃上,讓議員更有效的照顧更有需要的選民。

國陣州議員俱樂部晚宴

他今晚出席國陣州議員俱樂部的晚宴上致詞時說,國陣在來屆大選面對的挑戰會比上屆來得更艱鉅。

他透露,他認識的專欄作者凱林拉斯蘭,就曾評論來屆全國大選國陣可面對第二次的政治海嘯,而他本身也無法回答這個問題。

“目前的策略唯有著重在議員必須如何有效的、更具策略的協助選民。”

他舉例說,議員可以下鄉訪問患病選民,在經濟上給予協助,付出的可能不多,但卻可得到很大的效果。

因此,他說,如果全國大選在這6個月內舉行,國陣議員應認真思考哪一些服務項目應優先進行。

他說,大選可能在這6個月內舉行只是一項指南,或許大選也會延至明、後年舉行,所以議員應在這6個月,展開更多有效的服務計劃。

他表示,國陣議員也應把焦點,放在關注選民的想法,同時掌握選民的動態,因選民的態度會決定一切的成敗。

“掌握選民的情緒後,接下來要考慮是如何展開有策略性步驟,向目標及通過接觸點的地方下手。由於來屆大選會更激烈,議員若能與選民多接觸及瞭解他們的需要,或多或少能提高國陣支持度。”

(吉隆坡22日讯)副首相丹斯里慕尤丁说,由内政部主导的“6P计划”(登记、漂白、特赦、监督、执法及驱逐)将在今年7月11日启动,凡参与此计划的雇主及非法外劳,决不会受到对付。

他说,内政部及相关指定公司,将从7月11日起的首两个星期,推动让非法外劳登记的环节。

视情况延长登记期限

“我们将视情况需要,再磋商是否延长登记的期限……我们促请聘请非法外劳的雇主,积极参与这项‘漂白’计划。”

慕尤丁今日在国会主持外劳和非法移民内阁委员会后,在记者会上这么说。

在场者包括内政部长拿督斯里希山慕丁及人力资源部长拿督苏巴马念。

采生物识别系统登记

他说,尽管政府预计在今年杪才完成“6P计划”,但凡没参与登记行动的非法外劳及雇主,将在登记期限结束后,受到执法当局严厉对付。Z

慕尤丁说,内政部将采用“生物识别系统”登记,以掌握非法外劳的居住地点、薪金及雇主等资料。

他说,透过合法证件入境,最后在我国经商的非法经营业者,也被列入“漂白”的对象。至于他们届时是否获准无执照经营,这涉及执法方面的问题,我们到时会处理。

完成登记将获证件

慕尤丁说,内政部已和各国的驻马大使馆达至合作,协助解决一旦发生非法外劳没有合法文件的问题。

“一旦非法外劳完成登记工作,将获得由内政部发出的证明文件,例如临时准证或临时工作证。”

他承诺参与“6P计划”的外劳及雇主,其工作及业务暂时不会受到影响,因为政府在初步阶段,只是为了收集资料。

慕尤丁说:“我们汲取了在沙巴州的经验,所以在推行这项计划时,我们尽量避免‘影响’到雇主的业务……非法外劳在完成登记工作后,将返回原来工作的地方。”

询及这是否非法外劳最后一次“漂白”的机会,慕尤丁则是不愿正面回应,只是表示非法外劳应把握大马政府所给予的机会。

“每个国家都有法令,所以一旦他们违反法令,他们自然就会受到对付。”

未决定遣返过剩外劳

副首相慕尤丁说,政府目前还没有决定,是否将把过剩的外劳送返原居地。

他说,政府已有一系列的计划,只是目前不宜公布,避免非法外劳不愿参与登记。

他说,在“6P计划”下,政府可确实掌握国内各领域及次领域所需的外劳人数,各部门也会接洽各领域的商团、组织及公司,找出有关领域所需的劳力。

“例如在园丘业方面,(种植及原产部长丹斯里)柏纳东博刚才说这领域还需要20万名劳工,在完成登记工作后,我们届时即可安排(过剩)的劳工工作。”

各领域空缺7月杪出炉

慕尤丁说,国内各领域所需的劳力的数据,预料将在7月杪出炉,届时“6P计划”之下的登记工作,同样也已完成。

他强调,国内的空缺会优先由国人填补,只有在国人不愿填补的情况下,有关空缺才由外劳填补,因此外界毋以为外劳优先获得工作机会。

BUKIT MERTAJAM: Police will re-submit the investigation papers on the sex video implicating an opposition leader to the Attorney-General's (AG) Chambers as soon as possible.

Inspector-General of Police Tan Sri Ismail Omar said the investigation papers, sent to the AG's Chambers last week, were returned to the police “to be re-worked”.

“Some areas have to be re-looked at and re-worked. This is normal.

"The completed investigation papers will be handed back to the AG's Chambers soonest possible as we want the case to be resolved fast,” he said after visiting the Kubang Semang area here Wednesday.

第十届砂拉越州选,在国阵与民联及其他反对党和插上一脚的独立人士激烈交锋10天后,只剩下最后24小时继续冲刺,而参与逐鹿中原的213名候选人,包括难有作为的独立人士,都不会有所松懈,反而会继续卯足全力去争取每一张足以决定胜负,甚至可左右大局的选票。

前所未有激烈攻防战

鉴于民主行动党挟着上届2006年州选攻倒人民联合党6个州议席之势力,今届食髓知味地集中在人联党的13个华人区抢滩;因此,两党展开前所未有的激烈攻防战。

国阵最具魅力的首号竞选拉票员的首相拿督斯里纳吉,于州选提名前后,频频造访砂州,并风尘仆仆马不停蹄地走访城市及内陆乡区,以抵销民联的攻势及确保国阵继续取得辉煌的成绩。

在上一届,国阵囊括了71个州议席中的62个。

纳吉于周三在古晋坦言,国阵的城市选情吃紧,并提醒国阵成员党加倍努力,以期在州选获胜。

于1980年代初,被人联党“叛将”张守江前州议员引进砂州的行动党,挟着1982年全国大选靠同情票攻下人联党堡垒古晋与诗巫两个国会议席之势,于1983年的第4届州选,首次攻打人联党所竞选的华人区州议席。

尽管当时的行动党砂州主席沈观仰可以创造3届于古晋国会议席屹立不倒的记录,可是却无法在1983年、1987年及1991年的3届州选为火箭取得“零的突破”,行动党于1987年州选打悲情牌,要求选民给予机会打破“零蛋”,也引不起共鸣。

政治往往令人气煞。沈观仰在1995年的全国大选,竟然在其坐镇3届的古晋国会议席,败给人联党的古晋南市市长兼浮罗岸区州议员拿督宋瑞源,这使到沈观仰退隐江湖。于是诗巫的黄和联律师接任砂州行动党主席。

讵料在一年后举行的第7届州选,哀兵上阵的行动党竟首次射入3支火箭进入州议会,凑巧的是3名议员皆姓黄即黄和联、黄新楠及黄声爱,其中两人还打败了州部长及前省长。

这说明了政治的变化是瞬息万变及捉摸不定的,而且选民会有同情弱者的心态。

事实证明当行动党于1983年抢攻人联党华人区,甚至在1987年沈观仰从浮罗岸移师实淡宾(今易名朋岭)对垒人联党财政兼第一副首席部长丹斯里沈庆鸿,也不得逞。行动党张挂漫画揶揄沈庆鸿为坐在三轮车上的老太公,而引起选民的反感。

今届州选行动党仍以煽情的手段,去鼓动选民憎恨已担任首席部长30年的丹斯里泰益马目。

他们仍沿用过去40年来,行动党顾问林吉祥的政治伎俩,把人联党视为“白毛”(泰益)的帮凶,“欲倒白毛先除掉人联党”,“投人联党既是支持白毛”。

火势太炽热恐灼伤自己

城市地区的华人选民情绪已被激烈地鼓动起来,不过,太过炽热的火势也会灼伤自己,毕竟在砂州立足耕耘已半个世纪的人联党,仍然老树盘根地拥有其群众基础。

在56个马来区与达雅区仍然靠拢国阵的现实情况下,由于公正党与国民党互相厮杀,国阵将坐收渔人之利而稳坐钓鱼台;行动党也无条件攻下剩余的15席,因此砂州不会变天,也不会失去三分之一议席,民联要如何改变?

今天最令人吃惊的消息,不是砂州选举的大新闻,而是一则占位不显著的小新闻:著名部落客拉惹佩特拉“翻供”。

他曾在自己的部落格和宣誓书中揭露:首相夫人罗斯玛曾经去过蒙古女郎命案炸尸现场。

现在他出人预料的突然改口,在接受第三电视访问时说,他不相信罗斯玛会在深夜去那个山区。

他也说,他立下这样的宣誓书是受到反对党领袖安华主导,目的是要阻止纳吉出任首相,涉及的人士除了安华身边的人,还有东姑拉沙里的人。

已造成破坏能否纠正?

他的突然改口,一定令很多人心里乱如麻,整个事件不知要怎么看,因为这不止关系到一国首相的人格道德,也关系到国家的形象。

首相和夫人涉及蒙古女郎命案的阴影挥之不去,细想起来,始作俑者是网络,尤其是佩特拉的部落格。如果他所爆的料是有伤害性的,那么轻松地改口就可以纠正吗?

这个佩特拉的确曾经是令人佩服的好汉,他发表文章敢怒敢言,天不怕地不怕,不怕权贵,不怕内安法令,不怕坐监,而且的确坐了几次监。他经常爆料,有凭有据,有板有眼,令人不得不信,堪称大马的爆料天王,是一个媒体界的标杆人物,也被媒体封为网络狂人。

安华要如何撇清关系?

曾几何时,落得晚节不保,敢怒敢言的英雄,不过是个受人摆布的部落客。由此连带可疑的,是他其他的种种爆料,诸如安华的肛交案,以及凯利的种种作为,到底是不是也可以反口?

另一方面,安华要如何撇清这件事呢?是他误导了佩特拉,或者是佩特拉误导大众?他已经骗过国人一次了,那就是3·08大选之后,他许诺九一六变天的,害得国阵紧张兮兮,把议员全部送出国去考察;也害得家乡父老心痒痒的,期待着改朝换代之后的新气象。他不该再骗人了。

MIRI: The Prime Minister has made a passionate appeal to Sarawakians not to “ditch” Barisan Nasional just because they are angry with weaknesses in the governments’ machinery or with its parties or leaders.

Datuk Seri Najib Tun Razak appealed to the voters to give him “more time” to correct any wrong.

“I promise you there will be changes. I have been in office only for two years. Give us time.

“Barisan is not perfect. We have made mistakes. Whatever is not correct, we will correct.

“I will adjust policies to make them better and fairer to all,” he told thousands gathered at the tourism corridor in the heart of the city last night.

Adding that transition of power was taking place in Sarawak, Najib urged Sarawakians to continue believing in Barisan and not to throw their future away.

He said he needed continuity in the state government in order to effect all the changes he had planned.

“My transformation plans are not just political in nature but also in the economy, the social standard of life and other aspects.

“I need a state government with a strong majority,” said Najib, adding that he had also told SUPP president Tan Sri Dr George Chan that he wanted leaders who dared to speak up for the rights of the Chinese as well as those of other races.

MUKAH: The politics of hatred brought in by peninsula-based Opposition parties should not be allowed to grow in Sarawak because it will do more harm than good to the state and its people, Tun Dr Mahathir Mohamad said.

He said he trusted Sarawakians going to vote Saturday to vote wisely and not make any decision in anger.

"I am sure you will vote for Barisan Nasional. I am confident that Barisan can administer and bring further development to this country in an atmosphere of peace and harmony.

"Barisan is a people's party and has the mechanism that allows representation of the voices of all Malaysians, unlike some parties that only champion one particular group," said Mahathir.

Dr Mahathir's last-minute visit here Friday aroused much curiosity among the people, with more than 3,000 turning up at a resort to listen and meet with him.

The former prime minister first visited Mukah in 1982 and frequently came here during his tenure.

Dr Mahathir, in his speech, reminded the people that unity was the paramount foundation that had spurred Malaysia's development.

"Without unity and the peaceful co-existence of all races in the country, we cannot progress.

"No one race can claim its rights 100 per cent. Not the Chinese, not the Malays, Iban, Kadazan, Indian and many more.

"In Malaysia, we must accept that we cannot get all our demands. We need to sacrifice our rights so that other races can have a share of it," he said.

On the mounting pressure for Chief Minister Tan Sri Abdul Taib Mahmud to step down and name his successor, Dr Mahathir said: "I was also under pressure before. I am quite sure he knows what he will do."

Taib has repeatedly said during this 10-day campaign for the Sarawak Election that it would be his last and that he would step down within this five-year term.

只因早生华发,许多弟兄姐妹为了安慰我,总是引用箴言书的名句:“强壮乃少年人的荣耀,白发为老年人的尊荣。”可是从霜雪上顶到现在,我都还未老,顶多只是先衰!有人说老比说白更糟时,就改说白发是智慧的冠冕。是就好啦。

最大的问题是,即没什么尊荣可炫,更无什么智慧可以为傲的。徒然满头灰败,倒似夕阳无限好,只是近黄昏。但人家权倾砂州三十载的白毛就不同啦,他权势薰天,尊荣如王侯,纵横砂州凡三十载,任这厢朝庭几度易姓,他都安然不动如山。三十年下来,多少不利的耳语,铺天盖地的指责,结果他都是白者自白,黑者自黑,一根白毛没人动得了,也掉不了。

这次选举应是最难打的一场仗,指责他的贪污的控诉,依旧排山倒海。但他白发满头,也因此智慧满盈,轻描淡写,口吐的箴言是:“倘若贪腐,不会在位这么久。”

领袖廉洁才能做长久

是的,人民的眼睛是雪亮的,若他贪腐的话,早就应该被轰下台了。人民为什么一直选他?历任首相又非瞎了眼继续委以重权,难道是为了让他渔肉砂州人民咩?他的族群在砂州仅属少数,而砂州国阵成员党,只要华人和达雅人举起一支手,比他的族群连手带脚举起来更多;这些为了砂州各族和人民而斗争的国阵政客们,难道都是良知泯灭的无耻贪官污吏才跟他一起同流合污――因此同心同德地支持他当首长咩?

总之,贪污的人,都做不久的。只有像敦马哈迪这么讲究廉洁与效能的领袖,才能在位22年。他能超越敦马的纪录,一来是比伟大的敦马更清廉,二来是因为发展砂州的使命尚未完成,所以,只好继续鞠躬尽瘁,死而后已。

贪腐者很快下台

贪腐的领袖,在位都不久,很快就会被拉下台的。在位久的领袖,都是清廉、公正的。

标语是神来之笔

反对党看到机会,打出的标语说:“白毛不倒,人民吃草"。哈哈,有押韵,是神来之笔。

出乎意料的是,连国阵里的华基党也起了共鸣。

人联党打出的口号,可说是历届选举中最沉痛的一个了,不妨抄下来品味一番:“火箭赢完15席,白毛还是做首长;人联输完19席,政府里面没华人”。

读着读着,不禁为这个党叹息。这不是哀鸣是什么?

人联是在哀求华裔选民:不要为了赶走白毛,把气出在我们身上,他不走,我们也没办法啊。

一个执政联盟中的伙伴党,为了自己的盟主不走而发出哀鸣,可说是奇闻。

首相纳吉也嗅到气氛不对,这几天都在华人区走动,而且保证:白毛一定会走,他已经跟白毛谈过了。

首相的话不虚。

其实,在砂州突然宣布解散议会之前,正副首相曾经联袂东渡会见白毛,猜测是要把猫屎扫掉。之后就宣布白毛会走,不过是选举后安排了接班人再走。

时间由白毛自己决定,不要逼他。

网上流传的消息是:白毛不向压力屈服,所以当正副首相才上了飞机,白毛立即以迅雷不及掩耳之势宣布解散议会,造成既成事实。

强势诸侯有恃无恐

白毛不肯下台的战斗精神,令人很容易联想到中东非洲闹“茉莉花革命”的那些万年领袖,他们的共同点是:你要我下,我偏不下,有恃无恐。

但是,白毛不能与中东非洲那些独裁者相提并论,因为我们这里有选举。

有选举的好处,就是人民生气了,有机会用选票出气,不必走上街头去吃子弹。不过,白毛的例子却也说明了,即使有选举也不保证有轮替,没轮替就会出现强势的地方诸侯,连中央也拿他们没办法。从前沙巴有个老马,现在砂拉越有个白毛。

白毛还是老神在在。他新婚燕尔,刚娶得外籍美娇娘,梨花海棠的,相映成趣,大家应该帮助他下楼梯,安享晚年。

MRT project cost now estimated to reach RM50b

PETALING JAYA: The construction cost of the entire 150km Mass Rapid Transit (MRT) urban transport project may run up to RM50bil, three sources said, two of whom are directly involved in the project. The third is an independent party doing consulting work for the MRT line.

“When Gamuda-MMC first gave an estimate a couple of years ago, a figure of RM36.6bil was brought up for the 150km line,” said the source who is directly involved with the project.

“Now that we are concentrating on one line Sg Buloh-Kajang we have asked them for an estimate and they said it may cost RM18bil to RM20bil to construct. This does not include the rolling stock, land acquisitions and other provisions.”

Land Public Transport Commission chief executive officer Mohd Nur Ismal Kamal said the Government was doing all it could to drive down the cost.

“With land acquisition and rolling stock, it could come up to RM50bil, but it is too early to say,” he said. “We will know the full picture later as the project is still at the public display stage. This will end in middle of May.”

“From the feedback, we will then consider the alignment and the length of the platforms for the stations, whether it is a four-car train or more,” Mohd Nur added.

He said that once the public display was over, a target cost would be worked and agreed on. Once the tender was over, it may be different from the target cost, he said.

“The MRT is not just a transport project. It will have a catalytic effect,” Mohd Nur said, adding that an independent party would scrutinise the project plans and ensure that optimum value was derived.

The entire project will be fully funded by the Government and a special-purpose vehicle under the Finance Ministry would be set up to advise, manage and raise the funds.

CIMB Research in its report yesterday said that the higher cost for the Sungai Buloh-Kajang line was not a surprise as the earlier number was based on 2009 prices. (Higher construction cost and inflation may contribute to the current cost which is estimated to reach RM20bil for the Sg Buloh-Kajang line.)

“Based on the average RM353m/km for the line, the entire MRT project (150km) could be worth RM53bil compared with the current estimate of RM36bil,” it said, commenting on the outcome of Syarikat Prasarana Negara Bhd's contractors' briefing on Thursday.

The briefing was to provide an overview of the MRT project and the job opportunities available.

The event was packed with more than 100 contractors, according to a Prasarana spokesman when contacted by StarBizWeek.

Prasarana project director Zulkifli Mohammad Yusof and Datuk Azmi Mat Nor, who represented the Project Development Partner (PDP), chaired the event. (MMC-Gamuda JV Sdn Bhd manages the project as the PDP.)

CIMB Research said the briefing focused on the Sg Buloh-Kajang MRT line's project structure, alignment specifications, tender guidelines/timelines and updated cost breakdown.

“The main takeaways from the briefing were the prequalification process that will start this month and the total estimated cost for Sungai Buloh-Kajang MRT line that is RM20bil,” it said.

It said Prasarana would start the ball rolling with the elevated structure package (elevated portion is worth RM10.8bil of the total cost of RM20bil) which would be broken up into several sub-packages and was open to all contractors except the PDP.

“Priority will be given to contractors with financial strength, expertise and track record. Contractors who do not prequalify will still be able to bid for the subcontracting packages,” it said.

It added that this suggested the awards were likely to take place no earlier than May 11, while the July 11 timeline for the start of work was still intact.

Prasarana and the PDP will work together in rolling out the award of the MRT packages and disbursing the funds via progress payments.

“Funding/payment will be drawn down from a special company under the Finance Ministry,” it said.

The Beijing–Shanghai High-Speed Railway, or abbreviated as the Jinghu High-Speed Railway, is a 1,318 kilometres (819 mi) long high-speed railway that connects two major economic zones in the People's Republic of China: the Bohai Sea Rim and the Yangtze River Delta.[1] Construction began on April 18, 2008,[2] and a ceremony to mark the completion of track laying was held on November 15, 2010.[3] The line will be put into commercial service on June 20, 2011.[4]

The railway line is the first one designed for 380 km/h commercial running. Once in operation, its train services will become the world's fastest — the position currently occupied by the trains of the Wuhan–Guangzhou line, which opened in December 2009. The non-stop train from Beijing South to Shanghai Hongqiao is expected to finish the 1,305 km journey in 3 hours, 58 minutes,[5] averaging 329 km/h, compared to 9 hours, 49 minutes by the fastest trains running on the paralleled old railway.[6]

The Beijing–Shanghai High-Speed Railway Co., Ltd. is in charge of construction. The project is expected to cost 220 billion yuan (about $32 billion). An estimated 220,000 passengers are expected to use the trains each day,[1] which is double the current capacity.[7] During peak hours there should be a train every five minutes.[7] 1,140 km, or 86.5% of railway is elevated. There are 244 bridges along the line. The 164-km long Danyang–Kunshan Grand Bridge is the longest bridge in the world.,[8] the 114-km long viaduct bridge between Langfang and Qingxian is the second longest in the world, and the viaduct between Beijing's Fourth Ring Road and Langfang is the fifth longest. The line also includes 22 tunnels, totaling 16.1 km. 1,268 km of the length is ballastless.

According to Zhang Shuguang, the deputy chief designer of China's high-speed railway network, the continuous operating speed is expected to be 350 km/h (220 mph), with maximum operating speed up to 380 km/h (240 mph). The average commercial speed from Beijing to Shanghai will be 330 km/h (210 mph) and cut the train travel time from 10 hours to 4 hours.[9] The rolling stock used on this line will be the CRH380 trains. CTCS-3 based train control systems will be used on the line, to fulfill the requirement of 380 km/h of running and the minimum train interval at 3 minutes. 16-car trainset will be used, the power of each trainset will be 20 MW, at capacity of about 1,050 passengers, each passenger from Beijing and Shanghai consumes less than 80 kWh in average.

SHAH ALAM: Eight Immigration officers were charged Thursday in three separate Sessions courts here with obtaining bribes amounting to RM122,140 to facilitate the entry of Indonesian immigrants into Malaysia without following proper conditions.

The eight, aged between 25 to 31, and including a woman, are facing a total of 82 charges between them.

The offences were allegedly committed between April andSeptember last year.

PETALING JAYA: Prime Minister Datuk Seri Najib Tun Razak has ordered the police and Malaysian Anti-Corruption Commission (MACC) to conduct a thorough investigation into the death of a senior Customs officer who fell from the MACC office building in Jalan Cochrane, Kuala Lumpur on Wednesday.

He said the investigation would determine what actually happened to Ahmad Sarbani Mohamed, 56, who was a state Customs assistant director based in Port Klang.

Ahmad Sarbani was among 63 Customs officers being investigated by the MACC for alleged corruption and graft.

"The report I got is that the deceased had gone to the MACC on his on accord to change his statement. The incident happened not during an investigation," Najib added.

"I hope the investigation on the incident will be comprehensive so that the people will know what actually happened," he told reporters after launching a programme in SMK Santubong, Sarawak, Thursday.

The Prime Minister also defended the MACC's investigations on the Customs department, saying it was to save the country's money.

Asked if a Royal Commission of Inquiry (RCI) would be set up to investigate the matter, Najib said the police and MACC should be allowed to investigate first.

Meanwhile, 73 non-governmental organisations (NGOs) have called for the immediate setting up of an RCI to investigate the matter.

They also called for MACC investigations director Datuk Mustafar Ali and all officers involved in the case to be suspended immediately.

KUALA LUMPUR: The Malaysian Anti-Corruption Commission (MACC) has suspended two officers, including one who left Selangor Customs assistant director Ahmad Sarbani Mohamed unattended before he was found dead on the first floor of the MACC office in Jalan Cochrane here Wednesday.

According to an MACC statement Thursday, the officers were suspended with immediate effect, pending the outcome of the investigations into the death of Ahmad Sarbani.

Sources said the MACC had issued instructions to all its officers nationwide, after the Teoh Beng Hock incident, that all witnesses and suspects, including those having dealings with the MACC, not to be left unattended.

They said the move was to ensure nothing untoward occurred that could cast any doubts on what could have taken place.

(Teoh, who was the political secretary to Seri Kembangan assemblyman Ean Yong Hian Wah, was taken to the Selangor MACC office on the 14th floor of Plaza Masalam, Shah Alam, for questioning over alleged illegal disbursement of state funds on July 15, 2009. He was found dead at the building's fifth floor service corridor the following day.)

The sources also said the MACC had taken necessary precautions and action, and had installed CCTVs at strategic location inside the building.

The five-storey building in Jalan Cochrane, which was opened in December last year, was equipped with CCTVs but not at the windows or outside.

The sources also said a number of MACC offices nationwide were leased from other government departments and only a few belonged to the MACC.

Ahmad Sarbani, who fell to his death from the third floor, had been released on bail on April 2, after being picked up during the commission's investigation into a syndicate laundering billions of ringgit via tax evasion activities.

His body was found sprawled in an open air badminton court located on the first floor of the building at about 10.20am.

Ahmad Sarbani had gone to the MACC office here on his own accord. Initial findings revealed he had arrived at the building alone on a motorcycle at 8.26am.

KUALA LUMPUR: Opposition leader Datuk Seri Anwar Ibrahim lodged a police report Tuesday over the release of a sex video implicating a senior opposition politician.

He made the report at the Dang Wangi police station here.

The video was shown Monday to a select group of media representatives at Carcosa Seri Negara.

He arrived at the police station at 10.35am accompanied by his wife Datuk Seri Dr Wan Azizah Wan Ismail and left at about 12.05pm.

Present were PKR leaders R Sivarasa, Tian Chua and M Manickavasagam, PKR vice-president N Surendran and PKR Youth chief Shamsul Iskandar Md Akin.

In the report, copies of which were distributed to the media, Anwar denied that he was the man in the video.

"This is a humiliating, excessive and politically-motivated attack against my character and reputation and my family," he said in the report.

An unidentified group had claimed that it had a black-and-white video clip of a sexual act between an opposition leader and a woman said to be a prostitute at a hotel.

The group, led by a man who had introduced himself only as Datuk T, had said that it would hand over the video clip to the particular opposition leader and his wife in about a week.

KUALA LUMPUR: The release of a video recording of a man resembling an opposition party leader having sex with a foreign prostitute has shocked the nation in the latest scandal to rock the country.

Datuk Seri Anwar Ibrahim, speaking at a press conference at 5.30pm – some four hours after news of the recording’s existence first got out – denied that he was the man and dismissed the whole thing as a political ploy.

A mysterious Malay man, who identified himself as “Datuk T”, released the video at Carcosa Seri Negara. Invited newsmen were shown the almost 22-minute video under much secrecy and security.

“Datuk T” gave the politician and his wife a week to quit politics and threatened to make public the video through some NGOs if they did not.

The revelation of the tape also overshadowed other events and even rendered the Parliament debates tame as both sides of the divide digested the latest scandal.

砂州首席部長丹斯里泰益瑪目昨日宣佈,砂州議會將於明天(21日)解散,以便為下屆州選鋪路,選委會也已接獲解散州議會的通知。

沙比利在文告中指出,選委會特別會議是從早上9時於古晉鉑爾曼酒店舉行,並在稍後11時30分移交委任狀給全體參與選舉工作的選舉官。

(吉隆坡10日訊)國家房屋公司董事經理拿督卡馬魯指出,全國共有1萬4000個單位可供月入少于3000令吉者購買,以實現政府推行的“我的第一間房屋”計劃

他說,國家房屋公司通過居者有其屋計劃,在全國推行35項發展計劃,興建房價介于10萬令吉至22萬令吉的房屋,當中12項計劃已完成。

他指出,國家房屋公司與大馬再抵押機構(Cagamas)有限公司合作,以收集購屋者數據及過濾申請者名單后,提呈給國內各金融機構。

他指出,截至目前,共有3000名購屋者有興趣加入該計劃,且該計劃允許年齡介于35歲,在私人機構任職的低收入者申請。

他接受《每日新聞》訪問時指出,“我的第一間房屋”計劃有利于購屋者。

從今年1月開始,剛加入職場和月入少于3000令吉的年輕人購買屋子,以及符合資格的年輕人可向國內超過25家金融機構,包括回教金融機構申請房貸。

有利購屋者

在此計劃下,年輕人可購買10萬令吉至22萬令吉的屋子,並可獲得100%房屋貸款,攤還期為30年。

另外,國家房屋公司主席拿督依德利斯哈崙透露,該公司將在近期設立一站式服務來協助低收入的購屋者與金融機構接洽。

“我們確保新婚夫婦和低收入者可以實現擁有自己第一間房屋的夢想,同時協助政府達成該目標。”

此外,大馬消費人協會也促請政府應管制發展商,以避免他們只發展22萬令吉以上房屋,從而邊緣化那些無能力購買房屋的一群。

PUTRAJAYA: Former Transport Minister Tan Sri Chan Kong Choy claimed trial Monday to three counts of cheating over the Port Klang Free Zone (PKFZ) scandal.

The court set bail at RM1mil and March 31 for mention of the case.

At about 2pm, Chan arrived at the court complex.

Earlier, Attorney-General Tan Sri Abdul Gani Patail as well as deputy public prosecutors Dzulkefli Ahmad and Manoj Kurup, who are also involved in the PKFZ prosecution, also entered the court complex.

Chan is the second VVIP to be charged over the scandal-ridden project.

His predecessor Tun Dr Ling Liong Sik was charged on July 29, 2010 with cheating over the project.

The former MCA president was alleged to have deceived the Cabinet into giving consent over a land purchase in Pulau Indah for the Mega Distribution Hub project in Port Klang, according to the agreed terms between Kuala Dimensi Sdn Bhd and Port Klang Authority.

Kuala Dimensi was the turnkey contractor for the PKFZ project.

He was accused of hiding facts and committed cheating with the knowledge that it could cause wrongful losses to the Government, which he was bound by a legal contract to protect.

He was accused of committing the offence at the Prime Minister's office here between Sept 25 and Nov 6, 2002.

If convicted, he could be jailed up to seven years or fined or both under Section 418 of the Penal Code.

He also faces an alternative charge for committing a similar offence at the same place and time, which carries a lesser penalty up to five years, or fined or both under Section 417 of the Penal Code.

TEMERLOH: Prime Minister Datuk Seri Najib Tun Razak has announced an allocation of almost RM10mil for development projects in Kerdau.

He said RM9.25mil would go towards the upgrading of the Batu Sawar water treatment plant pump and replacement of pipes from Rumpun Makmur to Kampung Kerai.

He said these projects were not meant to fish for votes, but the Government’s responsibility to ensure the people lived comfortably.

On claims by PAS that Barisan campaign tactics prevented it from securing voters’ support, Najib denied this.

“If the support for PAS is declining, it is not our doing. We are not suppressing them, but it is the people who are rejecting them,” he said.

However, Najib, who is Barisan Nasional chairman, reminded coalition members to not take PAS lightly in the coming Kerdau by-election.

“They must be more pro-active and serious in ensuring resounding victories for the Barisan.

“PAS had already organised its roadshows earlier and had issued blogs and SMS campaigns to criticise the Barisan,” he told reporters in Felda Jengka 25 after visiting three of the schemes in Kerdau.

Earlier in Jengka 23, Najib said Government efforts to bring development to the settlers were based on the Islamic principles.

He added that being poor was not the image of Islam championed by the Government.

“We want an image that is strong and impressive in the eyes of the world,” Najib said.

Meanwhile, Barisan candidate Syed Ibrahim Syed Ahmad is upbeat over the people’s response towards him.

He said that the people in Jengka 22, 23 and 25 and residents from Bandar Kerdau Lama had accorded him a warm welcome during his visits there.

“趙明福墜樓案”皇家委員會聽證會揭露驗屍庭之前沒有揭發的案情要點,這個進展令人欣慰,但聽證會也同時揭發警方查案不夠專業的問題。

皇委會主席馮正仁就表示不解,為何警方鑑證隊在案發3天後重回現場,沒有更認真的展開第二次調查工作?

案發3天後才重返現場,證據可能受到破壞;既然安排第二支隊伍展開第二次的調查,為何沒有採集指紋,也沒有採集在窗框的鞋印樣本供化驗和比對(這裡是引述馮正仁的質疑)?以致採證出現了矛盾。

警方兩名證人在聽證會上就各有說詞,第六證人瑪茲里說,他在趙明福墜樓當天前往案發現場采證時,沒有在窗口發現鞋印。不過,案發3天後前往現場采證的沙魯奧曼卻表示,他使用紫光燈後發現一個長達9吋的鞋印。

既然調查結果出現兩個版本,他們的上司是不是應該先查證到底誰的發現才是對的?而不是等到皇委會傳召才暴露內部的不協調。

如果發現9吋的鞋印,是不是應該抽絲剝繭,調查反貪會官員和相關人士的皮鞋尺寸,確定是否有人的鞋印是與其相符的?

聽證會另一個“驚人發現”是趙明福在2009年7月16日墜樓身亡後,其手機曾在隔日遭人開啟,並讀取手機內的兩封短訊。

馮正仁對於武吉阿曼警察總部電腦犯罪科分析員莫哈末再迪的這項供詞感到驚訝,還多次向負責引導證人供證的事務官確認,這項新發現是否曾在驗屍庭上提及。

“沒有人提及這個問題嗎?就連查案官也沒有提出疑問嗎?”

這是馮正仁提出的問題,也是民眾心中的疑問。為何手機短訊被人讀取,當局在事後沒有追查是誰讀取了短訊?能夠接觸趙明福手機的人士不多,追查下去應該不會有多大的困難。

第六證人在聽證會也揭露,警方沒有在14樓窗戶,找到趙明福爬出躍下的痕跡。為何之前沒有聽說過這樣的證詞?

太多的疑問及查案工作的不完善,促使皇委會要委任“獨立調查員”,協助皇委會調查趙明福的死因;大馬律師公會也已建議委任香港警方來馬擔任“獨立調查員”。

如果獨立調查員有足夠的權力,就可以根據上述疑點進行深入的調查,包括尋求手機專家的協助,獲取手機內已被刪除的短訊或通話記錄。

從另一個角度來看,委任獨立調查員對警察部隊是否是一個打擊?

“前事不忘,後事之師”,希望警方從趙明福案件中吸取教訓,提昇專業能力,從而維持警隊的公信力。

續推進國營企業私有化

南北大道昨日舉行特大,結果通過由UEM集團與公積金局(EPF)以每股4令吉60仙或總值230億令吉全面收購,這個備受爭議的國營企業遂正式走上私有化的道路。其實南北大道原定去年12月23日舉行特大,但最終因JelasUlung以260億令吉出價競標,導致股東以需要時間考量為由,遂延長特大迄今。

私營化其實就是要解決國營企業的效率問題。國營企業因保護形式的獨佔或寡佔、法律政策的束縛、人事制度的僵化,再加上缺乏追求利潤和效率的誘因,在績效上不如私營企業,乃是大眾公認的普遍事實。

從80年代起,在美、英、法、日、新及中南美洲興起的私營化風潮來看,也證明瞭私營化是時代的潮流,正確的選擇。就大馬目前的經濟環境而言,則私營化除了可將有限的資源移轉至更有效率的單位使用,有助於產業的升級和國際競爭力的加強之外,對於國內投資管道不足,私人界游資浮濫、股市規模太小的現象也有裨益。一方面可以分散股權、擴大投資群眾;一方面可吸收游資,降低資金成本,對資本市場的發展極有助益,尤其對於國內日益窘迫的財政狀況,也兼具開源與節流的功能。此外,可以藉出售股票或資產的方式,取得龐大的財政收入、償還債務、減輕通貨膨脹的壓力;同時又可淘汰績效不佳的企業,避免因補貼、保護而拖累財政,以縮減政府支出的規模。

何況,透過證券市場進行私營化,可以達到聚集資本,平均財富的效果,尤其國營企業的營運範圍遍及農礦、製造、電力、天然氣、自然水、商業、運輸倉儲、電訊等,可謂無所不包,超出自然獨佔或公共領域的範圍,早就應當大幅私營化。特別是大馬朝區域營運中心的努力,正受限於基礎設施的不足,在交通網絡、電訊、電力企業的表現上必須大步向前,因此私有化的腳步實已刻不容緩,南北大道由私營至國營再到私有化的過程雖然曲折,但卻是正確的。

政府目前私有化進度受挫的主要原因,是技術面出了問題,而改進之道,我們認為政府首應對推動私有化的輕重緩急有個明確的步驟和時間表。其次,則應對私有化的方式,針對各個國營企業的性質要為制定。在推動的步驟上,應再對整體國營企業私有化的成本效益詳加評估,也就是以挹住財政、促進資源有效利用、幫助產業升級效果之大小做為私有化的先後順序。

英國過去私營化的做法,是先將較無效率的企業的以移轉股權或資產的方式處理,以免拖延過久形成阻力,增加資源浪費的程度;同時以開放競爭的方式,迫使績效差的國營企業在沒有官方保護的環境下迎接挑戰,間接達到私營化的效果。目前大馬的做法卻剛好相反,表現較佳的國營企業優先私營化,成為財團覬覦的目標,又將經營不善的燙手山芋留待以後解決,既增加了改革的阻力,也不合成本效益原則。因此,對於私營化以步驟應重新檢討,尤其是未負政策性任務的企業應完全開放私人企業競爭,由市場機能決定其未來發展。非公司組織形態的國營企業可先改制為股份有限公司,再透過員工認股方式,提高員工的認同感及企業的專業性。對於面臨淘汰的企業員工,可預先安排自願退休,並提供認購其他國營企業股票的便利等。

就股權移轉方式而言,未來應綜合採用公開承銷、協議方式及透過股票集中市場轉讓股權方式,配合限量承購的做法,以循序漸進的方式減輕對股市的衝擊,且使股權分散以免被財團化。政府當初以有損國庫收益為由,堅持不脫售南北大道股權,如今又以減輕財政負擔為由,將南北大道私有化,好凸顯政府對私有化仍有遲疑。

政府除了在私有化的技術上尋求防弊之道外,更應堅定私有化的政策目標,使私有化的企業經由內部的經營權與所有權分離的機制,負起經營成敗的後果。

KUALA LUMPUR: The family of Teoh Beng Hock has withdrawn from its participation in the inquiry into the political aide's death.

Teoh's family counsel Gobind Singh Deo told the commission of inquiry into Teoh's death that he had received instructions from the family to withdraw from the inquiry.

The family and its counsels then walked out of the proceedings here Wednesday.

This was after commission chairman Justice James Foong said the inquiry will continue, pending the outcome of the judicial review filed by the family.

Foong also delivered the commission's decision that there was no basis for his recusal from the panel, after Karpal Singh, also a counsel for Teoh's family, him to recuse himself as he was still a sitting judge.

Karpal said this was the first time a sitting judge was chairing a commission of inquiry.

He also protested over the commission's decision to continue with the inquiry, in spite of the family's decision to file a judicial review over some issues.

The judicial review could not be filed Wednesday morning due to a blackout in the Kuala Lumpur Court Complex.

Teoh, who was political secretary to Seri Kembangan assemblyman Ean Yong Hian Wah, was found dead on July 16, 2009, on the fifth floor corridor of Plaza Masalam in Shah Alam, after being questioned by the Selangor Malaysian Anti-Corruption Commission (MACC).

A Coroner's Court returned an open verdict on the case on Jan 5, following which there were strong calls from various parties to set up an RCI to probe the matter.

SHAH ALAM: State Secretary Datuk Mohd Khusrin Munawi finally took his oath of secrecy before Selangor Mentri Besar Tan Sri Khalid Ibrahim.

Khalid said Mohd Khusrin took his oath of secrecy before him at 1.30pm Wednesday, at the state secretariat building here.

"He will now be able to attend the state government's meeting from now on," he told reporters here after chairing the weekly exco meeting.

Khalid also expressed his hope that Mohd Khusrin would be able to cope with the task given to him.

"I am sure he (Mohd Khusrin) can carry out his duties professionally," he said.

Asked if the exco meetings had been restructured so that Mohd Khusrin could attend part of the meetings, as the Mentri Besar had announced last week, Khalid said this was yet to be done.

However, Khalid was adamant that the power to appoint the state's top three civil servants - the state secretary, state financial officer and state legal adviser - should be returned to the Sultan and Mentri Besar.

The Selangor government had opposed the appointment of Khusrin, claiming Khalid was not informed of the decision made by the Chief Secretary to the Government.

The state then pushed for a special assembly sitting to amend the state constitution to return the power to the Sultan and Mentri Besar, in the appointment of the state's top three civil servants.

The proposed amendments, however, failed to receive the required two-thirds majority.

Despite the controversy surrounding his appointment, Khusrin was sworn in by Sultan Sharafuddin Idris Shah on Jan 6.

ICE Kacang Puppy Love director Tan Kheng Seong, better known as Ah Niu, will use the tax rebate money to pay off his debt, China Press reported.

Ah Niu was relieved that the issue has come to an end.

“Currently, I have only the last debt to be settled.

“After that, I will be debt-free and with a little money made from the movie” he said.

(The money was borrowed to make the film.)

It is expected that Ah Niu would receive RM800,000 of tax rebate after the film was classified a Malaysian product.

Information, Communication and Culture Minister Datuk Seri Rais Yatim said he had submitted the decision to the Cabinet.

He said all films produced by Malaysians - regardless if they are in Malay, Mandarin, Cantonese or Tamil - and as long as there are Malay subtitles, it would be classified as local products.

(布里斯班30日訊)備受澳洲昆士蘭州水災影響的大馬留學生及家人,對大馬首相拿督斯里納吉通過一個馬來西亞少青俱樂部所給予的援助,表示感動。

昆士蘭大馬留學生學會主席梅格阿茲曼代表當地的留學生指出,他們看出首相并沒有忽略身在國外的大馬公民。

他說,這証實了“以民為本”的理念,并不僅僅表現在福利上,也在道義方面,注入了一個馬來西亞精神。

另外,1名大馬留學生也在今日否認她沒有得到援助的報導。

該名留學生愛娜拉希占(32歲),是針對早前有馬來報章指她因沒得到援助,而對大馬學生局感到失望的報導表示驚訝。

該報導刊于上月24日,并附有愛娜的照片。

她指出,水災發生至今,她并沒接受任何記者採訪。

選舉委員會于今晚10時2分,在拉美士多用途禮堂的總計票中心公布正式成績,阿查哈得6699票,諾瑪拉得2992票,廢票共142張;巫統的多數票比308大選時的2492張票還多1215張。

拉美士今天受到電水災影響,投票率僅67%,比上屆的73.52%低。

今日下午5時投票時間截止,12個投票站開始分別算票時,國陣便一直領先,穩操勝券,而回教黨只在拉美士中區佔優勢。

今晚8時,確定當選的阿查哈便現身總計票中心,而陪同他等候宣佈的國陣領袖包括副首相兼國陣署理主席丹斯里慕尤丁、柔佛州務大臣拿督阿都干尼、民政黨主席丹斯里許子根、拉美士區國會議員蔡智勇。

而一早已知落敗的回教黨候選人諾瑪拉及民聯的領袖們,並沒有現身計票中心,只有一些支持者到場了解情況。

由于通往投票站的路段發生水災,首個投票箱在下午6時30分運抵中心,而最后一個票箱經由軍警卡車載送,遲至晚上9時20分才送抵,以致拖延計票時間。

PM announces toll restructuring to ease people's burden

PUTRAJAYA: Several toll operations have been restructured following a review of the transportation costs aimed at easing the people's burden.

Prime Minister Datuk Seri Najib Tun Razak said under the restructuring exercise, there would be no hike in the toll rates for the Kuala Lumpur-Karak Expressway and the Phase 1 of the East Coast Expressway in the next five years.

The exercise also involved the termination of toll for the East-Coast Link Expressway connecting the Salak interchange and Taman Connaught interchange in Kuala Lumpur, expected to take effect in May this year, he said.

"In line with the 1Malaysia, People First, Performance Now concept, I've asked toll concessionaires to carry out a review of their respective toll structures to help the government prosper the country and lessen the burden of the people.

"Taking up the Government's call, two corporate figures who are also major shareholders of a toll concessionaire, came forward with a toll restructuring proposal involving the acquisition of concession's assets, a move that will give a major impact to the people," he told a news conference in his office.

Present was Works Minister Datuk Shaziman Abu Mansor.

Najib said the exercise showed the Government's determination to find a prudent solution to the toll issue.

"I'm also calling on other toll concessionaires to take the cue from these initiatives for the benefit of the people," he said.

He also said that the exercise was not an abrupt move, saying that he had previously asked concessionaires to submit proposals to the government.

"They submitted numerous proposals. We accept what we can accept and implement it straight away. As for the rest, we are still looking into them.

"Whatever is ready, we go ahead (and implement it) first. We don't have to wait for all the rest," he said.

Asked whether the initiatives would also be extended to other expressways such as the North-South Expressway, which is under PLUS Expressway Berhad and a major highway in the peninsular, Najib said the matter was also under consideration.

"Let's do it one by one. There is still more; I've got more announcements coming up," he said.

In the 2011 Budget tabled in October last year, Najib announced a five-year freezing of toll rates on four highways owned by PLUS Expressways. - BERNAMA

Federal judge heads RCI into Teoh's death

PUTRAJAYA: Federal Court judge Tan Sri James Foong will head the Royal Commission of Inquiry (RCI) into the Teoh Beng Hock case.

The scope of reference of the commission are:

* Whether or not there was any impropriety in the conduct of the examination of Teoh in the course of an investigation into a Shah Alam report 0052/2009 by the Malaysian Anti-Corruption Commission (MACC) in relation to its standing orders and practices and to recommend any appropriate action, where necessary, and

* To enquire into the death of Teoh and the circumstances surrounding and contributing to his death.

Prime Minister Datuk Seri Najib Tun Razak said in a statement Wednesday that the Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin had consented to the setting up of the commission.

"The commission will have three months from the date of its appointment to complete its inquiry. The report is be submitted to the King," he added.

The other members of the panel are former Federal judge Datuk Abdul Kadir Sulaiman, ex-Court of Appeal judge Datuk T. Selventhiranathan, Penang Hospital’s senior consultant forensic pathologist Datuk Dr Bhupinder Singh and Cyberjaya University College of Medical Science’s dean and consultant forensic psychiatrist Prof Dr Mohamed Hatta Shaharom.

Datuk Saripuddin Kasim, the director-general of the Legal Affairs division of the Prime Minister's Department, is the secretary of the commission.

Senior federal counsel Amarjeet Singh and deputy public prosecutors Awang Armadajaya Awang Mahmud and Kwan Li Sa have been appointed as the conducting officers for the commission.

Teoh, who was political secretary to Seri Kembangan assemblyman Ean Yong Hian Wah, was found dead on July 16, 2009, on the fifth floor corridor of Plaza Masalam in Shah Alam, after being questioned by the Selangor MACC.

A Coroner's Court returned an open verdict on the case on Jan 5.

Control over online media "a step backwards": NUJ

PETALING JAYA: The Government's sudden move to amend the Printing Presses and Publications Act 1984 (PPPA) to bring online media under its scrutiny is "a step backwards", National Union of Journalists (NUJ) Malaysia president Hata Wahari said Wednesday.

He said this would turn Malaysia into an "outdated" country in terms of free flow of information."

"The NUJ has (long demanded) that the Home Ministry amend the Act to provide print publications the space to operate with more freedom, and to eliminate the need to renew the printing and publishing permits every year," he said in a statement.

Centre for Independent Journalism (CIJ) executive officer Masjaliza Hamzah said the amendment was unnecessary as there were enough laws to govern the media already.

"It is another form of control. It is definitely regressive and a political move because many analysts attributed the results of the previous general election to the role of the Internet," she said.

She said laws such as the Defamation Act were sufficient to nab anyone who published false information online.

Meanwhile, responding to the proposed amendment, Umno Youth chief Khairy Jamaluddin tweeted: "Just saw news on proposed amendment to Printing Presses & Publications Act to include online content. Personally, I think it's ridiculous."

On Tuesday, Home Ministry secretary-general Datuk Seri Mahmood Adam was quoted saying that the ministry was looking to amend the law to plug loopholes in it.

He said among other things, the ministry was looking at the definition of "publication" and whether it should include Internet content, blogs or Facebook to expand the Act due to the changing landscape of the digital era.

He added that the proposed amendments would be tabled in Parliament by March.

LABIS: A founding member of the PKR tore a replica of the party's membership card in a symbolic gesture of breaking away from the party and pledging his support to Barisan Nasional.

Ng Lum Yong, 49, tore the card that bore PKR membership number 0000012 and, at the same time, submitted an application form to be an MCA member to party president Datuk Seri Dr Chua Soi Lek.

Ng, who joined the PKR in 1999, said he quit because Datuk Seri Anwar Ibrahim was “leading the party to nowhere.”

He pledged to lead some 1,000 PKR members from mostly Selangor, Perak, Penang and Sabah to join the MCA by March.

Wearing a white shirt with the 1Malaysia logo, Ng, a businessman from Kuala Lumpur, said he was joining the MCA because of his confidence in the leadership of Dr Chua and Prime Minister Datuk Seri Najib Tun Razak.

“I have been following the two leaders via their websites and Facebook,” he told a press conference to announce his resignation from the PKR.

Present was former PKR Youth chief Ezam Mohd Nor, now an Umno campaigner.

Dr Chua said that since he became party president on March 28 last year, more than 17,300 people had joined the MCA and 60% of them were below 40.

Regarding PKR members who had left their party, Dr Chua said the fact that 13 elected representatives had quit the party showed that the leadership was no longer in control.

“It shows that members are frustrated and had lost confidence in the leadership,” he added.

11.30am: Satim says the four reasons are that the proposed amendment goes against the federal constitution, is politically motivated and hypocritical, that Barisan has never overlooked the Sultan's sovereign power since the 1993 constitutional amendment and the MB's non-acceptance of the Sultan's consent of Khusrin's appointment as state secretary.

He also outlined all of the Pakatan state government's alleged disrespect towards the Selangor Sultan and palace.

11.25am: Satim reiterates that Barisan-elected representatives will not support the motion to amend the state constitution because of four reasons.

11.15am: Opposition chief Datuk Satim Diman says Monday's sitting is not legal as notice was given within a short span.

Teng explains that there are provisions for the Speaker to call a sitting at short notice, and tells Satim that as the Opposition chief, he should know the state constitution well.

11.10am: Khalid finishes tabling proposed amendment to state constitution.

11.00am: Badrul Hisham tells press conference that he's not sure when he's going to court to file case. He says he will speak with his lawyers, adding that according to the Election Commission, he is still the Port Klang assemblyman. He tries to leave the premises but cannot because of a demonstration at the state secretariat gate. He then returns to the media gallery.

The demonstration at the gate is by Gabungan Anti-Penyelewengan Selangor (GAPS).

10.55am: Khalid says despite being the head of the state government, he was neither informed nor consulted on the appointment of the state secretary.

10.35am: Badrul Hisham is holding a press conference in the media gallery.

10.25am: Khalid lambasts the Chief Secretary to the Government for saying the state had no power to change the laws. He also recounts amendments made to the federal and state constitutions which slowly eroded the power of the country's monarchy.

10.20am: State secretary Datuk Mohd Khusrin Munawi is at the sitting, in the state secretary's seat behind the MB, along with the state legal adviser and state financial officer.

10.15am: Badrul Hisham stopped by authorities from entering the sitting at 10am. State secretariat guards told him it was on the order by the Speaker. He was escorted into the media gallery but had to wait outside as the room was packed with reporters and photographers. He finds a seat later.

10.10am: Mentri Besar Tan Sri Khalid Ibrahim begins his speech to table the proposed amendment to the state constitution.

10.05am: Selangor Sultan Sharafuddin Idris Shah's proclamation granting consent to the sitting being read by the state assembly secretary.

10.00am: State assembly sitting commences.

09.50am: Badrul Hisham is seated at a table with Umno members, including Selangor Umno information chief Abdul Shukur Idrus.

Badrul Hisham tells reporters he received an invitation letter to attend the sitting prior to his seat being declared vacant by the Speaker.

He says he has not received any letter from the Speaker's office barring him from attending the sitting.

He also said he would be filing a suit at the Shah Alam High Court later in the afternoon to challenge the Speaker's declaration.

09.35am: Incumbent Port Klang assemblyman Badrul Hisham Abdullah enters the annex flanked by a heavyset man who is believed to be his bodyguard. He is surrounded by photographers and reporters. Several elected representatives, including Barisan members, are seen laughing at the commotion surrounding Badrul Hisham.

09.30am: The state legislative's annex building is packed with journalists, state secretariat officers as well as well as Pakatan Rakyat and Barisan Nasional members.

09.00am: Small groups of people have gathered about a kilometre from the state secretariat building. Police and Federal Reserve Unit (FRU) personnel are in position in and around the state secretariat building.

SHAH ALAM: The Selangor state assembly sitting Monday is expected to vote on an amendment to the state constitution seeking to return the powers of appointment of the state secretary, financial officer and legal adviser to the Sultan and Mentri Besar.

Embattled, Barisan Nasional-friendly independent assemblyman Badrul Hisham Abdullah, whose Port Klang seat was declared vacant by the Speaker last week, has insisted he will attend the sitting.

However, Speaker Datuk Teng Chang Khim said Badrul Hisham would be escorted out if he insisted in attending the sitting.

In Late Yuan Dynasty, China became chaotic, people who lived along the coastal area of Fujian, under the leadership of Ong Sum Ping’s siblings, escaped to eastern Kalimantan — they landed at the river mouth. When they were exhausted, facing a shipping crisis, someone lost their arms. After that, the Kadazans named it as Sungai Kinabatangan — the place where the Chinese lost their arms.

Ong Sum Ping and his sister, and the Chinese people developed the area of Sungai Kinabatangan, and they increased their influence there. With the increase of his prosperity, the natives named him Raja, or King. The Chinese named him as ‘Chung Ping’ — meaning the General. We can clearly see that Ong Sum Ping controlled Eastern Kalimantan.

This is Ong Sum Ping Road in Brunei.

“Located the north-western part was the Sultanate Brunei; its southern area was controlled by local Malays (from Palembang) and they were in a state of decline. In the eastern part, they suffered from the invasion of the Muslim Sultan of Sulu. When the new (first) ruler — Sultan Muhammad Shah — ascended to the throne, he asked for the help of Ong Sum Ping. Sultan Muhammad Shah married his daughter to Ong Sum Ping, and titled him as Maharaja Lela. Muhammad Shah also asked his brother to marry the sister of Ong Sum Ping, and titled her as Puteri Kinabatangan. Via these marriages, these two regional powers built a close relationship. Under the cooperation of Ong Sum Ping and the Chinese armies, they fought against the Sulu Muslim invasion, and Brunei was saved from utter collapse…”

Without Chinese help, Brunei and Sabah would have collapsed and fallen to the Muslim pirate Suluks. And the year is the early 1400s. And for the record, ‘Kina’ (kee-na) is used by Kadazan Dusun which similar to ‘Cina’ (chee-na) used by Malay which refer the Chinese. So, the correct way to say it in today’s context, is to call it CheenaBatangan, and Mount CheenaBalu, or Mount CheenaBaru (had they mispronounced it), and Kota CheenaBalu (to replace the British given name of Jesselton).

This is all in line with how the Kadazan pronounces Kina, to mean Cheena. Ask your Kadazans friends, if you want to find out more. (‘Sino’-anything, means Chinese)

This is the first clear record of the ‘Social Contract’. Both pendatangs would fight side by side to ward off other vicious attackers. Both pendatangs would help each other in times of need. And both pendatangs would intermarry, regardless of religion.

The second is that Maharaja Lela is a Chinese, and his name is General Ong Sum Ping. Now I ask you this: What is the significance of the title ‘Maharaja’? It contains the word ‘Maha’ followed by ‘Raja’. It is a title to mean ‘Most High King’. A title befitting a God and put together, it means “The God King, Lela”. The king of Thailand (Rama V, aka Chulalongkorn) also changed his name, from Dharma Raja to Dewa Raja)

Using one’s brains, one would easily deduce the following:

Firstly, the Sultan of Brunei was extremely so grateful that he elevated his Chinese brother-in-law to ‘God’ status.

Secondly, no Muslim is going to do that. ‘Maha’ anything is reserved for Allah. And to title his Chinese brother-in-law in this manner, whether Ong Sum Ping was a Muslim or not, is simply unthinkable had the Sultan really been a Muslim. Which again reinforces that Sultan Muhammad Shah was no Muslim.

Thirdly, Malaysia still has the title ‘Duli Yang Maha Mulia’ so I could be wrong about Muslims being able to call a human ‘Maha-something’ instead of the word reserved only for the divine.

And the best of course, is reserved for last:

“In fact according to Chinese records of the Liang Dynasty, Tang Dynasty and Song Dynasty, Brunei had been sending her envoys to China and had also been receiving envoys from China. The earliest records stated that in the years 517AD, 521AD and 631AD, Brunei had sent her envoys to China. In 977AD, China sent her envoys to Brunei.” (see The Brunei Times)

The above sends a clear message that someone else was already King in Brunei circa 876 years before Sultan Muhammad Shah declared himself as Sultan. It is also very clear that the Chinese were already in Brunei 53 years before the Prophet Muhammad was born.

Also important to note, that the Chinese arrived at least 876 years before Parameswara reached Malacca. Could the Chinese have been the original royal lineage of Brunei? Remember that by the Year 53-Before-Prophet Muhammad, Chinese had already been living in Borneo. And never forget that the earliest Arabic maps label Malaya as ‘Barr Chin’ to mean Land of the Chinese.

And even earlier is this:

Second half of the 5th century: The Buddhist monk Hui-Shen and his Afghan companions travelled from China to Fu-Sang. Yes, the Afghans were Buddhists and carved the Bamiyan Buddhas that were destroyed by the Taliban.

Hui Sen visits Holotan (Java), on his way back to China. And the King of Java then sends seven missions to China begging them to recognize his kingdom, because no one else recognized them. This brings up strange questions. The Javanese kings did it, the Sultan of Brunei did it, and even Parameswars did it. Why were all these kings sucking up to the Chinese over the centuries? Is this what Ketuanan really means? Sucking up to China? All the Austronesians have certainly done it for the past 1,600 years, or more…

Final parting thoughts… Why are the oldest mosques in Malacca shaped all like Pagodas (in Trengkera)?

Why is there no ‘local’-shaped mosque architecture in Malacca? Why is there Bukit Cheena in Malacca, but no Bukit Melayu or more importantly, no Bukit Sultan? Why is there zero trace of any grave belonging to the Sultan of Malacca? Before anyone gives his lame excuse, there are at least 15 royal graves here in Brunei. All intact, all complete, and no missing links.

There are all records ranging from the Chinese (the later ones were Muslims) being in Borneo right from the fifth century right up till the 15th century. So the next time someone tells you that the Chinese only arrived in the 19th century …

Postscript: If I wrote a book on collective Southeast Asian History (complete with actual location photographs), I wonder how many of you people will buy it?

Speaker Teng declares Port Klang seat vacant

SHAH ALAM: Selangor Speaker Datuk Teng Chang Khim has declared the Port Klang state seat as vacant because assemblyman Badrul Hisham Abdullah has been absent from assembly sittings for a prolonged period.

He added that there were no provisions for Badrul Hisham to appeal and that it was the Speaker's duty to declare the seat vacant.

According to Article 69 of the state constitution, a legislative assembly member who is absent for six months must vacate his seat.

However, a decision on a by-election will have to be determined by the Election Commission.

KUALA LUMPUR: The Public Accounts Committee (PAC) wants the Auditor-General to compile a special report on the Pulau Jerejak island resort development’s alleged losses of RM30mil.

PAC chairman Datuk Seri Azmi Khalid said the committee felt that the matter was urgent as it involved public money.

“PAC would like to know more about the project and the alleged losses but we are in the dark.

“We cannot simply probe the matter without any financial report and the Auditor-General is the best authority to provide it,” he told newsmen after chairing the PAC meeting at Parliament House here yesterday.

Auditor-General Tan Sri Ambrin Buang and senior officials from the Higher Education Ministry were present at the inquiry.

Azmi said he had spoken to Ambrin on the need for the committee to have a financial report before it could initiate any inquiry.

“I have talked about this unofficially with the Auditor-General and will decide whether to make it an official request at the committee’s meeting tomorrow.

The project was a joint-venture between the Penang Development Corporation (PDC) and UDA Holdings Berhad to develop an island resort called Tropical Island Resort (TIR) on the former penal code and leper detention island.

UDA holds the controlling 51% stake in TIR while the remaining shares are held by PDC.

Penang Chief Minister Lim Guan Eng said the state government was considering lodging a report with the Malaysian Anti-Corruption Commission on the failed project.

Lim said PDC’s RM15.42mil in TIR and the loan to TIR amounting to RM3.6mil could not be recouped. He also said TIR failed to pay RM10.6mil in land premium to the Penang Land and Mines Department.

Earlier, Azmi chaired an inquiry on the Auditor-General’s report on Politeknik Muadzam Shah in Pekan (Pahang) which took 10 years to complete and incurred a cost over-run of RM110mil. The initial cost of the project was RM219mil.

“The officials from the (Higher Education) ministry could not provide us with much information since the project started a long time ago.

“They are all new officers and did not have any idea on the project but we will continue with the enquiry,” he said.

PUTRAJAYA: Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi has ordered an in-depth probe into a claim by a Sikh national service trainee that his hair was cut while he slept at the Sungai Bakap camp in Penang.

National Service Training Department director-general Datuk Abdul Hadi Awang Kechil said a team from the department would be sent to conduct an investigation which would take about two weeks.

“The ministry and the department view any problem involving the faith of trainees seriously and we make sure all our trainers and staff are aware of their religious and cultural needs,” he said.

Abdul Hadi said trainee Basant Singh, 17, accompanied by his father Surinderpal Singh, lodged a report over the alleged incident with the camp commandant Mej Shamsudin Abdul Aziz at 3pm last Sunday.

They also lodged a police report.

“But the trainee Basant could not produce any evidence to show that his hair had been cut.

“Checks at his sleeping place as well as the belongings of other trainees in his dormitory were futile as no hair or sharp objects were found,” he told a press conference here yesterday.

Basant said he had been traumatised by the incident which violated his religious practice – of which does not condone the cutting of one’s hair.

“I was fast asleep on Sunday night. When I woke up the next day, I realised that my hair had been cut off as I was about to tie it,” he said.

Basant’s hair, which originally reached below his navel, was estimated to have been cut by 50cm.

Basant said the camp commandant had given him leave until Jan 23 but he did not want to go back.

His father Surinderpal Singh, 46, who is a priest, said the incident was a transgression of his rights as a Sikh.

“I have taught him from young to keep his hair,” said Surinderpal.

RM20mil youth fund to be launched Friday, PM says in video posting

PETALING JAYA: Prime Minister Datuk Seri Najib Tun Razak has posted another video response on his blog to answer questions posted to him by the public.

In the latest video posted over the weekend, this was Najib's reply to a question, "Will there be further development for youth so that we can reach our full potential and so that we can slowly eliminate social problems?" by Danial Fahmi.

"I have announced an allocation of RM20mil for youth development through the 1Malaysia youth fund in the 2011 budget," he said in a video upload on his official website.

Najib said the fund was an idea mooted in a youth lab conducted last year by youths from diverse backgrounds.

"On Jan 21, I will officially launch the fund and announce more details on how Malaysian youths can take advantage of this opportunity," he said.

He said it was an idea to incentivise youths to undertake projects of their choice and projects consistent with the 1Malaysia theme.

Najib had, on Jan 12, invited Malaysians to send him any questions over Twitter and Facebook, from 4.30pm to 5.30pm.

Meanwhile, the Prime Minister, in a Twitter posting, also congratulated national hockey goalkeeper S. Kumar for being named Asia's best player and being the first Malaysian to win the award.

(吉隆坡12日訊)武吉阿曼警察總部已指示全國各地警方,全面取締區內的網上非法賭博中心,須在本月15日前關閉。

持續展開取締行動

警方將展開大規模掃蕩行動,充公所有非法電腦賭博機;即使業者已結束營業,若證實是賭博中心,也會破門進入充公電腦賭博機。

消息指出,全國各地的警區主任已接獲指示,嚴厲取締區內的網上賭博中心。

由于網上非法賭博中心對社會安寧造成巨大影響,不少人因嗜賭輸錢,進而衍生社會問題,警方不得不採取強硬的對付行動。

消息說,警方強制下令國內所有非法網上賭博中心,必須在本月15日前全面關閉,警方會持續展開取締行動,確保不會再有非法賭博中心在市面出現。

警方早前已在全國各地展開取締行動,搗毀不少賭博中心及充公電腦賭博機,尤其在雪州一帶,類似的網上賭博中心近乎絕跡。

消息說,不少非法賭博中心的幕后首腦,為了避免承擔更大的損失,已悄悄回收電腦賭博機。

另一方面,警方展開的一系列大規模取締行動,並沒列明結束日期,意味著,非法賭博中心將無限期關閉。

國內各地網上非法賭博中心林立,從最早期的跑馬機和水果機,再推出各類的“老虎機”和輪盤機,猶如小型的網上賭場。

公眾受促提供情報

消息告訴《中國報》,全國各地約百名隸屬警方肅賭、反傷風化和私會黨取締組(D7)的警官和警員,將在下月起被調職。

調職杜絕濫權貪污

武吉阿曼警察總部昨天發出這份調職的通知名單,被調職的警官和警員,分別來自各州警察總部和警區總部的肅賭、反傷風化和私會黨取締組。

據知,多州的肅賭、反傷風化和私會黨取締組(D7)主任,也在調職名單內,包括吉隆坡、雪蘭莪、柔佛、彭亨、吉蘭丹和霹靂等。

“另外,有多名華裔警官也名列其中。”

在這份百人調職名單中,警階在助理警監(ASP)或以上的警官佔68人,余者都是警階警長或以下的警員。

據悉,部分警官將被調往普通行動部隊服務。

消息說,這是警察總長丹斯里依斯邁奧馬欲改善警隊服務其中一項措施。他下令下屬近期內嚴厲展開系列肅賭、反傷風化和取締私會黨等不法活動。

警方消息透露,這次警隊大調動是屬于例常調職行動,因按照慣例,每當一名警員被派往某組任職一段時間,如3至5年后,就會再次調職或擢升。

警方說,如果一名警官在任某職位太久,會容易和當地一些勢力甚至不法集團扯上關係,為了杜絕濫權或貪污事件,適時調職也是警方向來採取的防範措施。

癮君子年花7億買毒

我國癮君子1年需花逾7億令吉購買毒品﹗

武吉阿曼肅毒局總監拿督諾拉錫披露,根據研究報告顯示,我國癮君子每日平均需要花上30令吉70仙購買毒品,而我國共有6萬3496人癮君子,換言之,癮君子1年內就花了逾7億萬令吉購買毒品。

他今日召開記者會時,這么透露。

他說,如果以10萬人口的比例,我國的癮君子已佔0.57%,與美國的0.6%相比,我國還是少美國0.03%。

此外,他說,國內共有14萬7329人涉及毒品活動。

另外,他說,在去年我國共有1548名毒販在特別防範法令下被控,與前年的1324人,增加222人,目前部分癮君子已送往新邦令金、華都亞牙及麻坡戒毒所戒毒。

他也指出,警方去年起獲價值2億7078萬令吉的毒品,比起2009年起獲的3億8925萬令吉毒品,已有下滑趨勢。

他說,去年警方共逮捕15萬7756名涉及販毒人士,與2009年的12萬5620人相比下,被捕者有明顯上升,可見肅毒警方在全年內都不斷打擊販毒活動。

他說,肅毒警方在去年共逮捕涉及觸犯1952年危險毒品法令第39B條文下的1432名外籍人士,與去年的969人相比,共增加48%,也就是499人。

他說,去年在機場涉嫌運毒被捕的外籍人士共有183人,與前年被捕的21人相比下,增加771%也就是122人。

他說,在這122人當中,其中的121人是涉及運送冰毒,另一人則涉及運送可卡因。

Deputy Prime Minister Tan Sri Muhyiddin Yassin said the effort was among incentives introduced by the Government to ensure Malaysia achieved its goal of becoming a high-income nation by 2020.

He said the Government was more open and flexible now in giving the PR status and the move was not only for those who had professional skill or background, but others, as well.

"They must be qualified and have skills to help in nation-building.

"They must also have 'ingredients' that Malaysia wants," he said, when responding to a question at a dinner hosted by him for Malaysian students and the community here on Wednesday.

Also present were his wife Puan Sri Norainee Abdul Rahman and the Malaysian Consulate-General in New York, Mohd Zamruni Khalid.

Muhyiddin is in the United States for a six-day working visit to Boston and Washington DC.

He said the Government was also flexible in according PR status to foreign professionals so that they could contribute in developing the country.

"Recently, the Government offered PR status to a few top foreign chief executive officers. They were surprised to get an offer from the Prime Minister (Datuk Seri Najib Tun Razak)," he said.

To another question, the deputy prime minister said the government was providing a host of incentives to attract Malaysian professionals abroad to return and serve the country. - Bernama

PUTRAJAYA: Another 19 entry-point projects (EPPs) worth RM67bil in investment were announced Tuesday as part of the Economic Transformation Programme (ETP).

Prime Minister Datuk Seri Najib Tun Razak said the projects from 10 National Key Economic Areas (NKEAs) would generate RM36bil in gross national income and create 35,000 new jobs.

"As we approach the first 100 days after the launch (of the ETP), I am pleased to announce 19 more EPPs and developments," he said at the Third ETP update at his office here.

Najib noted that the impact of the ETP was clear, as seen in the performance of Bursa Malaysia which closed on a high of 1,572.21 points on Jan 7.

In October last year, Najib announced the first 18 EPPs under the ETP. The ETP, which forms part of the New Economic Model roadmap, will transform Malaysia into a high-income, inclusive and sustainable nation.

The roadmap aims to raise the living standard and quality of life of the people to a higher level.

It was announced earlier that the ETP had identified 131 Entry Point Projects and 60 business opportunities that will help the country achieve its high-income nation status by 2020.

Four of the EPPs are under the Oil, Gas and Energy NKEA, three under Business Services, three under Greater Kuala Lumpur, two under Healthcare, two under Tourism, and one each under Education, Agriculture, Wholesale and Retail, Communications Content and Infrastructure, and Electrical and Electronics.

Najib also announced the formation of the Malaysia Nuclear Power Corporation, which would be led by CEO Dr Mohd Zamzam Jaafar.

"The Government is studying the possibility of deploying nuclear energy to meet future demand and diversify the energy mix for Peninsular Malaysia.

"Dr Mohd Zamzam will lead the planning, based on the current development timeline of 11 to 12 years, from pre-project to commissioning," Najib he said.

Four cops charged with causing hurt to businessman

PETALING JAYA: Four police constables claimed trial at a Magistrate's court here Tuesday to charges of causing hurt to businessman Chia Buang Hing.

The four constables charged were Mohd Azwan Hassan, Norzali Rosle, Ahmad Saifullah Osman and Alizulhafiz Abdul Ghafar.

Another policeman, Lans Kpl Mahadi Adam, also claimed trial in the same court to a charge of disobeying an order under the Police Act 1967, relating to the same incident.

No bail was imposed on all five men.

Chia, 34, had alleged that he was beaten up by policemen who also took RM13,000 of his money, after they stopped him at a roadblock, at 11pm on Dec 18 last year. He was travelling from his home in Tropicana to Kota Damansara.

He alleged that the policemen also ordered him to make a false report that he had been injured in a car accident and that, if he refused, they would plant a blood-stained machete or drugs in his car.

The businessman was remanded Dec 19-22 over two offences possession of drugs and machete and he was allowed to see his lawyer and his family while in custody.

(布城7日訊)首相拿督斯里納吉指出,他將于明天(8日)會見所有國陣國會議員,了解各選區民生問題和向國陣議員發出新指示,這也是大選前備戰工作。

“我要向他們(國會議員)了解各選區的情況,同時我也有指示給他們。”

詢及有關會議是否意味著下屆全國大選在近期內舉行時,納吉回答說:“我們所做的一切都與全國大選有關,我們要獲得人民重新委託,以便繼續服務人民。

他說,明天會議只是一項尋常會議,這也是政治轉型計劃下其中一部分。

提到這項會面是否與內閣改組有關時,納吉否認說:“改組?誰說的?”

111111大選日?

首相納吉鐘情11號,眾所周知,這是否代表來屆全國大選會否落在2011年11月11日?

他在記者會結束后與記者閒聊時說,他會在1月11日(下週二)宣佈一項與經濟有關的重大計劃。

由于當時納吉也比出11手勢,記者順口問他:“那何時會大選?”,他以11手勢回話:“11.11.11咯”,逗樂在場記者。

Rais’ former maid denies rape story

PUTRAJAYA: The Indonesian maid, said to be the rape victim of Datuk Seri Dr Rais Yatim, has denied the allegation.

An online news portal in Jakarta reported that the maid denied that Rais raped her in the eight years she served with him.

Detik.com reported that the woman denied the allegations in a statement to four officials from the Indonesian Workers Protection and Placement Centre (BP3TKI) in Semarang.

Earlier, Prime Minister Datuk Seri Najib Tun Razak urged the people not to pre-judge the allegations of rape made against Dr Rais, who is Information, Communication and Culture Minister.

Najib said everyone should let the due process take its course because Rais had expressed his willingness to be investigated.

“We cannot pre-judge and pronounce anything,” he told reporters.

Commission to be set up to probe MACC's methods

PUTRAJAYA: The Royal Commission of Inquiry (RCI) into the Teoh Beng Hock case will be set up by Wednesday while the Attorney-General will apply to the High Court for a revision of the Coroner’s Court open verdict on his death, Prime Minister Datuk Seri Najib Tun Razak said.

The two-pronged move is in keeping with the Government’s effort to get to the truth about how Teoh died on July 16, 2009.

While the Attorney-General’s move is to determine the cause of death, the RCI will determine if there was any abuse of procedures by the Malaysia Anti-Corruption Commission in its handling of the case.

Najib had promised six days after Teoh’s body was found on the 5th floor of Plaza Masalam in Shah Alam that this two-pronged approach would be adopted to ensure that the truth is unearthed.

The 30-year-old political secretary to Seri Kembangan assemblyman Ean Yong Hian Wah was found dead at Plaza Masalam after being questioned by the Selangor MACC, which was then located on the 14th floor of the building.

Najib told a press conference here yesterday that the RCI chairman and members would be named after the Cabinet meeting next Wednesday and they would be given the task of looking into the anti-graft body’s investigation procedures.

On Wednesday, the Coroner’s Court returned an open verdict as Coroner Azmil Muntapha Abas found there was insufficient evidence to prove that the political aide’s death was a homicide. He also ruled out suicide.

The Prime Minister said the RCI would have special terms of reference, and be given the authority to investigate the operations of MACC.

Asked if the RCI would look into Teoh’s cause of death, Najib reiterated that that was under the purview of the coroner’s inquest.

The Prime Minister reminded Teoh’s family members and the public not to be carried away with emotions when dealing with the case.

“While we sympathise with the family’s position and empathise with what they have gone through, I hope that they will allow this process to take place,l” he added.

On whether he would oblige Teoh’s family’s request for a meeting, Najib was willing to meet them but could not be sure when this could take place.
